"Policing" the return of NQ Scores
I think many have felt that over the last decade it's become harder to do this under the detailed regulations associated with handicapping which have increasingly focused on an individuals performance in Q events to the exclusion of all else (others may comment!) but this new step is in completely the opposite direction to much of that documentation. As such it definitely requires careful integration in its implementation.
I would add that from personal observation and discussion, with those on here and elsewhere, it's also clear that club culture is a huge underlying issue in the wider application of handicapping. It's understandable to want strong representative sides, and 'winners'. We are somewhat the opposite and our handicap sec is more concerned about people being seen to have ridiculous handicaps (either way) for which he is ultimately responsible.
Annual reviews at our club are very extensive, with a huge amount of time and effort put into them. I consider that we are extremely fortunate to have such knowledgeable and committed individuals involved; strangely we tend to get more queries about increases than decreases though (possibly because those decreased already know why, or are aiming lower anyway).
